CMBHS Application Overview

Clinical Management for Behavioral Health Services (CMBHS) is for use by providers who contract with the Texas Health and Human Services Commission (HHSC) for delivery of behavioral health (BH) services to clients, as well as for business entities involved with service delivery, management, and oversight.

CMBHS is a web-based data management system and electronic health record (EHR) developed by HHSC’s Behavioral Health Services.

CMBHS is designed for documentation of community-based substance use disorder and mental health services. CMBHS is an electronic health record (EHR) for most substance use providers, a means of transmitting required data to HHSC for Local Mental Health Authorities, a way to access standardized assessments for private mental health services providers, and a way to submit claims for providers who serve some Medicaid clients. Different organization and provider types use different functions within CMBHS.

Clinicians and others who deliver services directly to clients are considered by HHSC the primary users of CMBHS. Ease of use, availability of clinical information at the point of service, and facilitating accurate data entry are key objectives for CMBHS.

CMBHS provides screening, priority population determination, assessment, level of care determination, admission, treatment planning and review, progress note creation, and discharge documents for providers. In addition to clinical functions, CMBHS also includes functions for administrative services such as financial eligibility determination, Medicaid Eligibility Verification through data exchange directly with TMHP, service authorization, claims, and occupancy management.

CMBHS is an important data collection tool for HHSC, providing data to guide policy development and fulfill responsibilities for state and federal data reporting, contract oversight, compliance monitoring, and clinical quality improvement. CMBHS includes this online Help system to aid users with step-by-step instructions on how to successfully navigate CMBHS and use the application's functions.

CMBHS Online Help and Training

CMBHS Online Help is designed to assist users in successfully navigating the application and to facilitate a positive experience with CMBHS. CMBHS Online Help strives to provide quick answers to the simple questions the new user may have, as well as more information about functions the seasoned user may need.

However, CMBHS Online Help is a supplement to training — it is not a substitute for it. CMBHS training is important to ensure that new users learn the CMBHS basics and have a foundation that can be supplemented by Online Help. HHSC provides hands-on training opportunities, webinars, and conference calls. Program areas also address new functionality and changes to CMBHS.

The Texas Health and Human Services Commission (HHSC) strongly suggests participation in CMBHS training opportunities. Contact the HHSC CMBHS Help Line at 1-866-806-7806 to obtain information.

The Online Help Link

When you are working in CMBHS and have a question about a word used in the program, if something goes wrong, or if you just need more information, CLICK ON the Help link near the upper right corner of the Administrative Toolbar at the top of your screen.

This will open a second window on your screen displaying CMBHS Online Help.

When you are ready to leave Help, close the browser tab that displays Help by clicking on the X at the upper right side of the tab. This will close the Help window, returning you to the page of CMBHS you were last using.

 


CMBHS Help Features

When you open CMBHS Help, the CMBHS Online Help title is on the upper left side of your screen to the right of a blue CMBHS icon. This icon is a link to the CMBHS Online Help title page. The Help screen is divided into a left frame and a larger right frame.

The left-most feature under the small CMBHS icon is the Table of Contents tab — three bullets with lines to their right. This is the default view for the left panel when you open CMBHS Help. In the Table of Contents, a plus sign in a circle is located to the left of each Chapter title. By CLICKING your mouse pointer on any plus sign, the chapter expands to reveal the Topics in that chapter.

The Topics each have a page icon beside them with the upper right corner folded down. Topics not contained in a Chapter are represented by this page icon at the top level in the Table of Contents.

Each Chapter title, and each Topic title within it, is a link to Help content. Simply click on any Chapter or Topic title to go directly to the corresponding information in the larger right panel of your screen.

To the right of the Table of Contents icon are the Index icon (a file folder with A-Z on it) and the Glossary icon (an open book).

At the top right of your screen is the Search text box. You can enter a word or phrase you want to search for in Help, and then press Enter or CLICK on the magnifying glass icon. Text areas that contain your search word or words display by chapter title in the right frame of the screen. CLICK on a Chapter title to see your search results with yellow highlighting in the right panel. 

When you CLICK on the Index icon, an alphabetical list of words displays in the left panel. To go to the Help content where an index keyword is discussed, CLICK on that word in the list. In the right panel, the general section of Help where the keyword is found will display. After you CLICK on an index keyword, you can find the topic or subject you are seeking in the right panel. Use Search if you want to go directly to words or phrases in their Help context.

In the Filter Keywords text box at the top of the Index list, you can type in a word or phrase you are searching for. When using this feature, only words or phrases that match your entry will display in the Index list. Select from the index topics on the left to see content on the right that addresses the selected topic.

The open book icon to the right of the Index icon is the Glossary icon. The CMBHS Glossary includes clinical, technical, and programmatic words and phrases used in CMBHS and CMBHS Online Help. The purpose of the Glossary is to improve user understanding of terms in the CMBHS application and Help. When you click on a word or phrase in the Glossary, the definition displays directly below the selected term.

The Filter Terms text box at the top of the glossary list allows you to type the name of a glossary term you are seeking. When you use Filter Terms, only glossary terms that match your entry will display in the Glossary list.

 


Help Page Setup

As mentioned above, CMBHS Help is displayed using a two-part screen. You can expand the right panel to fill the entire screen by CLICKING on the double arrows pointing left << located between the two sides at mid-screen. Clicking the double arrows pointed right >> restores the two panels.

The frame on the left side of the screen is used to move between the Table of Contents, the Index, the Glossary, and Search.

The frame on the right displays the Help content. When you CLICK on an item in the left menu, the results display in the frame to the right.

Each frame has a scroll bar on the right so you can move from the top to the bottom of the page. If your mouse has a scroll wheel, you can also use that to scroll up and down the page.

If you are having problems with display, navigation, or the performance of CMBHS, first contact your local CMBHS Security Administrator. If the problem is not resolved, call the CMBHS Help Line at 1 (866) 806-7806. The CMBHS Help Line is staffed Monday through Friday from 8 AM – 4:30 PM Central Time. At times when the Help Line’s hours vary from these standard hours, a banner will be posted at the top of the CMBHS Login screen.

When CMBHS Online Help is Not Enough

When you have a problem using CMBHS or have a question you can’t find the answer to in the CMBHS Online Help, the next step is to contact your local CMBHS Security Administrator. Your Security Administrator has received special training and is able to assist with many problems.

Local CMBHS Security Administrators can:

  • create and disable your account.
  • reset your password.
  • add and update your clinical credentials (if applicable) and contact information.
  • update addresses, phone numbers, and contact information for your organization and locations in CMBHS.
  • set up the Services Offered page for each CMBHS location.
  • answer your questions about how CMBHS works after you have checked the online Help.
  • ensure that information from HHSC about CMBHS reaches users who need it.
  • take certain corrective actions within a client’s health record that are consistent with applicable law, contract requirements, and your organization’s policies and procedures.

 

The HHSC CMBHS Help Line

Your Security Administrator can provide a lot of help, but cannot be expected to answer all questions about the many functions in CMBHS. The CMBHS Help Line can answer questions and address problems that arise for CMBHS users. If your Security Administrator is unable to solve your problem, is not available, or directs you to contact the HHSC CMBHS Help Line, please do not hesitate to call 1-866-806-7806. The CMBHS Help Line is here to support your successful use of CMBHS.

The person who experienced the problem or needs the information is the best person to call the Help Line. The Help Line will ask for information they need to resolve your problem or transfer it to the IT staff.

A description of your problem will also be entered into the Help Line database so user problems can be tracked and the system improved.

 

Be Prepared

In order to help you, the Help Line will ask you for some or all of the following information:

  • your name
  • a phone number where you can be reached
  • the organization for which you work
  • the CMBHS location where you are logged in
  • the client number

Before You Call the CMBHS Help Line

Users who attend the HHSC CMBHS training will be provided information about calling the CMBHS Help Line and how to make the best use of this resource, and what the Help Line can and cannot do.

Users who do not attend training should be provided the following information by their local Security Administrator and/or access it in CMBHS Online Help.

Detailed information about each call to the HHSC CMBHS Help Line is entered into a database to facilitate tracking, exchange of information, and system improvements.

When you call the CMBHS Help Line you will be asked routine questions such as your name, your business entity/provider name, and your location in CMBHS to begin the process of assisting you.

You may be asked to give a client number as an example of the problem you are calling about, so have one on hand before you call.

It is often helpful if you make a screenshot of your screen when you have encountered a problem in CMBHS. It will help you to remember what you did before you encountered the problem and the result of the action that you took. For more about making a screenshot, click here.

If the Help Line staff are not able to resolve your problem, they will collect the information they need and create a problem ticket, called a KB. They will give you a tracking number, called a KB number, that you will use when referencing this problem in your future contacts with the CMBHS Help Line.

 

NOTE – The HHSC CMBHS Help Line staff will never ask for your CMBHS password. It is the responsibility of your local Security Administrator and User Administrator to reset your password. For more information about passwords in CMBHS, click here.

 

CAUTION – Use the CMBHS client number or Local Case Number during your phone call with the CMBHS Help Line, because the client name is not usually needed to resolve a problem. Use the client name only if it is requested by the Help Line staff. If you have email correspondence with the CMBHS Help Line, send it in a secure/encrypted manner.

 


Using the HHSC CMBHS Help Line Effectively

Depending on the type and size of your organization, and the urgency of the problem you are having, your CMBHS Security Administrator may ask your cooperation with one or more of the following:

  • EACH USER CALLS THE CMBHS HELP LINE: Under usual circumstances, allow the user who is having the question or issue with CMBHS to ask their Security Administrator for help first. If the Security Administrator does not have the information, the user should contact the CMBHS Help Line. Be prepared to discuss the information you need.
  • SEVERAL CONTACTS: The CMBHS Security Administrator at a large organization may share responsibility for helping CMBHS users with several others. Always know who you should contact if you have a problem or question.
  • HIGH TRAFFIC: During times of high traffic, such as when new functionality is released to CMBHS, the HHSC CMBHS Help Line may ask Security Administrators to coordinate the calls to the Help Line. Usually this means having only the Security Administrator or their designee call the Help Line. Users bring their questions and issues to the Security Administrator, who collects the questions and calls the CMBHS Help Line on their behalf.
  • SHARE: When the HHSC CMBHS Help Line provides you with a solution, share it with your Security Administrator and others at your organization. If you have a problem or question, it is likely that others will as well.

 


How to Make a Screenshot

 

Press PrtScn|SysRq on your keyboard. Windows will capture the entire screen and copy it to your clipboard. If that does not work, try pressing Ctrl and PrtScn|SysRq.

 

Where can I find that key?

 

  • ‎PrtScn|SysRq/Scroll Lock/Pause|Break. Look for this group of keys at the upper right of your keyboard. Note: Print Screen (PrtScn) might be abbreviated differently on your keyboard.

 

How do I make the screenshot?

  • Hold down Alt and press PrtScn. Windows will capture only the currently active window and copy it to the clipboard. It’s on the clipboard now.

 

How can I paste it into a document?

  • Insert your cursor where you want the screenshot placed and CLICK the Paste button, or hold down Ctrl and press V. Windows will paste the screenshot from the clipboard into a document that you have opened.

 

Into what kind of document should I paste the screenshot?

  1. You can use any program you are familiar with. Microsoft Office Word or Microsoft Paint are frequently used.
  2. Create a blank document.
  3. Click on Paste; a copy of your computer screen will appear in the document.
  4. Save the document and be sure to remember what you named it and where you saved it.
  5. Word will create a text document with the screenshot in it.
  6. Paint will create a picture file of the screenshot.

 

Snipping Tool

To use the Microsoft Windows Snipping Tool to make a screenshot, display all apps and click on Windows Accessories. Locate the Snipping Tool and click on it. A small dialogue box will appear on your screen with the title Snipping Tool.

In the dialogue box, click on New. Your screen will fade but remain visible, and your mouse pointer will become a + symbol. Use this pointer to select any area of your screen you want to clip. When you release your mouse button, that area of the screen will appear in a new window. Click File > Save above the image, choose a folder on your computer, and save the screenshot. Remember, or better yet, write down the title of the folder where you saved the screenshot.
