The DSM 5 Project impacts all CMBHS pages where a diagnosis is entered and/or displayed.

 

 

 

 

All CMBHS SUD Assessments have been updated as described in the section below.

Changes are being made to CMBHS to be consistent with the current national standard for psychiatric diagnostic criteria and codes, the Diagnostic and Statistical Manual of Mental Disorders, Fifth Edition (DSM-5) by the American Psychiatric Association. The changes will be deployed on 08/28/2017.

All CMBHS Security Administrators will receive notices of free user training that will be made available by Webinar during the month of August. User participation is critical for a successful transition. The CMBHS Online Help will be updated and electronic versions of the Help will also be distributed.

 

What will not change in CMBHS:

·         HHSC policies regarding eligibility for services have not changed however, significant changes have been made to HHSC terminology used to describe qualifying and non-qualifying diagnoses and its priority population. Please review the CMBHS Online Help for additional information and participate in training;

·         Diagnoses will still be documented on the same pages in CMBHS; for MH services on the MH Diagnosis (DIA113) page and for SUD services on the on the SUD Screening (SCR014), Assessment (AST022), Begin/End Service (SER030) and Admission and Discharge (ADM029) pages;

·         Diagnoses for physical health disorders are still available in CMBHS;

·         User roles needed to document a diagnosis in CMBHS have not changed.

 

What will change:

·         Any page in CMBHS where a diagnosis is entered and/or displayed will look different because of elimination of the multi-axial system;

·         The Global Assessment of Functioning (GAF) has been eliminated,

·         Up to 18 diagnostic descriptor/codes may be entered for a client.

·         The diagnosis for which the client is receiving services, the principal diagnosis, must always be the first diagnosis; if a client has an eligible diagnosis and it is included in the list but it is not the first diagnosis, the client will be found ineligible.

·         The Level of Care Recommended (LOCR) calculator has been changed to accommodate the deletion of Axis V - (GAF) in determining a Level of Care (LOC) for adults.

·         For mental health services, clinicians now have the opportunity to document the basis for their diagnosis such as By Client Report, By Physician’s Report or By Collateral Report.

For LMHAs that Batch Data to HHSC

Batch business rules have been re-written to match the DSM-5 changes, primarily the removal of the multiaxial system. The batch layout remains the same and current batch work processes remain the same.  Data Dumps and Batch Reports will be impacted due to the requirement changes.

The CMBHS Substance Use Disorder (SUD) Assessments have been updated to reflect best clinical practices and more precisely identify our client’s needs.

The change to data fields is substantial and includes the level of care calculator.

 

SUD Assessments types includes the:

·         Substance Use Disorder Assessment (Initial Update and Discharge)

·         End Service Assessment

·         Detox Services Assessment (Initial Update and Discharge)

·         Case Management Assessment

·          

It is important that all users that complete SUD Assessments as part of their job, participate in the HHSC SUD Assessment training.  Contact your CMBHS Security Administrator for more information about training.

The CMBHS Online Help for SUD Assessments will be updated and electronic versions of the Help will also be distributed.

Additional changes have been made to all the pages impacted by the DSM-5 changes to ensure they are compliant Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794 (d)) in 1998.
