Improvements have been made to CMBHS to keep pace with updated YES Waiver requirements.

 

1.     The previous requirement that a youth must be at risk of placement (outside of the home) or have received special education services as emotionally disturbed, are no longer in effect so corresponding changes have been made to CMBHS.

CMBHS no longer requires that either the At Risk of Placement, or ED (Special Education) MH Child and Adolescent Uniform Assessment (CANS) check boxes be checked in order to deviate and authorize a youth into YES Waiver services. Please continue to check the boxes as appropriate for all youth being assessed but your choice will not impact the youth’s eligibility for YES Waiver Services.

 

2.     Changes have been made to CMBHS to ensure that youth receiving YES Waiver services may continue to do so until the day before their nineteenth birthday and that CMBHS will accept all YES Waiver documentation, as appropriate and consistent with the existing business rules, until that day.

CMBHS will allow documentation of a MH Uniform Assessment (CANS) with an LOC D and/or LOC A of YES Waiver, a YES Waiver Clinical Eligibility and a YES Waiver Individual Plan of Care (Authorization) and YES Waiver Service Notes with no changes in business rules until the youth’s nineteenth birthday.

 

3.     An error in CMBHS has been corrected. Since deployment of the YES Waiver Clinical Eligibility type Pending its use has been limited beyond the intentions of the program. The “once per lifetime” limitation for use of the Clinical Eligibility Pending type of has been removed from CMBHS.

A YES Waiver Clinical Eligibility of the type Pending can now be created and saved in CMBHS for a youth who is not yet approved for Medicaid whenever the type Initial appears in the drop-down. So if there is not already an open Clinical Eligibility type Initial or Annual Renewal in the record that has not been closed by a Clinical Eligibility type Termination, a Pending can be created.

After a YES Waiver client’s eligibility for YES Waiver Service is terminated with a Clinical Eligibility Termination, a YES Waiver Clinical Eligibility type Pending can again be created in CMBHS as the need presents.
