HEI Outreach Strategies Measures Report
HIV EARLY INTERVENTION SERVICES (SA/HEI) OUTREACH STRATEGIES MEASURES REPORT
Use of the HIV Early Intervention Services (HEI) Outreach Strategies Measures Report is only applicable to providers that contract with Texas Department of State Health Services (DSHS) for the provision of HEI services. The contractor's performance is measured in part, on their achievement of the performance measures as documented in this report.
Before You Start
- The Clinical Management for Behavioral Health Services (CMBHS) user business entity/organization must have an executed contract with DSHS for the provision of HEI services.
- Only the business entity’s Local Security Administrator and those with the Measures Specialist role have read-write access to the HEI Outreach Strategies Measures Report.
- The HEI Outreach Strategies Measures Report is only available from the provider’s administrative (parent) location. The reports cannot be accessed from CMBHS service or clinic locations.
Business Rules
- DSHS requires that the contractor report these performance measures quarterly using CMBHS. Do not attempt to create more than one report per quarter.
- The HIV Early Intervention Services (SA/HEI) Outreach Strategies Measures Report is due 15 days after the end of the quarterly reporting period.
- The HIV Early Intervention Services (SA/HEI) Outreach Strategies Measures Report is run by DSHS automatically on the 16th day of the month following the end of the quarter.
- When the user is filling out the HEI Outreach Strategies Measures Report it is in Draft status. If the user CLICKS on Save, the report will be saved in Draft status.
- Only change the report Status to Submitted and Save if you have completed the entire HEI Outreach Strategies Measures Report and have confirmed that the information is entered correctly. When you Save the report in Submitted status, you are sending it to DSHS.
- The data in the report can be changed while it is in Draft and Submitted status but cannot be changed after it has been received by DSHS and the report status changed to Approved status.
- CMBHS users can still view their HEI Outreach Strategies Measures Report after their DSHS contract for this service becomes inactive.
How to Access the HEI Outreach Strategies Measures Reports
- To access the HEI Outreach Strategies Measures Report, Login to CMBHS. From the Administrative toolbar at the top of the page, Hover over the Business Office tab and then CLICK on Contracts when it displays.
- Your agencies’ contracts with DSHS will display on the List of Contracts, CMBHS page CON070.
- From the list of contracts, Select the HEI Contract (it may be identified by the abbreviation SA/HEI) by CLICKING anywhere in the row. The row will be highlighted to show that it is selected.
- Next, CLICK on the Measures button at the bottom of the page.
- The Program Measure Report List page, CMR082, will display.
- For providers of HEI services, this page will display two (2) reports, one at the top of the page and the other at the bottom:

- HIV Early Intervention Services (SA/HEI) Outreach Strategies Measures Report (abbreviated as the HEI Outreach Strategies Measures Report) is second, in the middle of the page.
- Select the HEI Outreach Strategies Measures Report.
- Confirm that the data in any auto-filled fields is correct and enter data into any of the blank Data Fields.
- Select a Report Status and CLICK on Save.
Report Status
- Select the Report Status after you have entered the data and before you select Save.
- The user has access to two report statuses for the Report:
- Draft - The user is working on the report.
- Submitted - The user has finished the report and is ready to send it to DSHS.
- After the user has placed the Report in Submitted status and has CLICKED on the Save button, one of these two statuses will display:
- In-process – This status indicates that the report has been transmitted to DSHS.
- Approved - This status means that the report has been approved by DSHS.
- Rejected: The DSHS contract manager rejects the Report.
DATA FIELDS
EDUCATION/SKILLS TRAINING
Number of presentations and educational activities performed during the quarter:
- Enter the number of HEI community presentations and educational activities conducted by the program during the quarter.
Number of adults receiving Education/Skills Training
- Colonias - The number of adults that received HIV Education/Skills Training that live in a Colonia. If the person lived in a Colonia at least part of the quarter, include them in the count.
- Criminal or Juvenile Justice - The number of adults receiving Education/Skills Training that were referred to services by the Criminal or Juvenile Justice system.
- Pregnant Females - The number of pregnant females receiving Education/Skills Training.
- Gender
- Male – Type in the number of males that received Education/Skills Training
- Female - Type in the number of females that received Education/Skills Training
- Total – CMBHS will calculate the total that received Education/Skills Training.
- Race - Type in the number of each racial group that received Education/Skills Training
- American Indian or Alaskan Native -
- Asian
- Black/African American
- Native Hawaiian or other Pacific Islander
- White
- More than One Race
- Unknown for Measures only
- Total – CMBHS will calculate the total.
- Ethnicity - Type in the number of each ethnic group that received Education/Skills Training
- Not Hispanic or Latino
- Hispanic or Latino
- Total – CMBHS will calculate the total that received Education/Skills Training.
- Pregnant Females - Type in the number of pregnant females that received Education/Skills Training
- Colonias - Type in the number of Pregnant Females that live in a Colonia that received Education/Skills Training
CRIMINAL OR JUVENILE JUSTICE
Gender
- Male – Type in the number of males with Criminal or Juvenile Justice Involvement
- Female - Type in the number of females with Criminal or Juvenile Justice Involvement
- Total – CMBHS will calculate the total with Criminal or Juvenile Justice Involvement.
Race
- Asian - Type in the number of persons that identified their race as Asian with Criminal or Juvenile Justice Involvement
- Black/African American - Type in the number of persons that identified their race as Black/African American with Criminal or Juvenile Justice Involvement
- Native Hawaiian or other Pacific Islander - Type in the number of persons that identified their race as Black/African American with Criminal or Juvenile Justice Involvement
- White - Type in the number of persons that identified their race as White with Criminal or Juvenile Justice Involvement
- More than One Race - Type in the number of persons that identified themselves as having More than One Race with Criminal or Juvenile Justice Involvement
- Unknown for Measures only - Type in the number of persons that identified their race as Black/African American with Criminal or Juvenile Justice Involvement
- Total – CMBHS will calculate the total number with Criminal or Juvenile Justice Involvement.
Ethnicity
- Not Hispanic or Latino - Type in the number of persons that identified their ethnicity as Not Hispanic or Latino with Criminal or Juvenile Justice Involvement
- Hispanic or Latino - Type in the number of persons that identified their ethnicity as Hispanic or Latino with Criminal or Juvenile Justice Involvement

HIV ANTIBODY TESTING
- Number of adults tested for HIV infection through outreach efforts
- Colonias – Number of adults living in a Colonia that have been tested for HIV infection through outreach efforts
- Number of youth tested for HIV infection through outreach efforts
- Colonias– Number of youth living in a Colonia that have been tested for HIV infection through outreach efforts
