HEI CASE MANAGEMENT MEASURES REPORTS
Texas Department of State health Services (DSHS) will auto-generate the HIV Early Intervention (HEI) Case Management Measures Report in Clinical Management for Behavioral Health Services (CMBHS) for providers that contract with DSHS to deliver HEI Case Management services. The contractor's performance is measured in part on their achievement of the HEI performance measures as documented in this report.
The data in the HEI Case Management Measures Report comes from the information entered by providers on an ongoing basis about their clients and the services they provide. Providers do not manually enter data for this report. The HEI Case Management Measures Report is similar to the regular Performance Measures Report but there are some differences for this unique service.
Before You Start
- The CMBHS provider must have an executed (active) contract with DSHS for HIV Early Intervention Services before this report will be generated. In the DSHS contract, this service may be abbreviated as SA/HEI or HEI.
- The user must be at the provider’s administrative (parent) location to view the report.
- The CMBHS user roles that can access the HEI Case Management Measures Reports are Local CMBHS Security Administrator, Measures Specialist, Billing Specialist, Business Manager, Clinical Supervisor, Oversight
Business Rules
- DSHS auto-generates the HEI Case Management Measures Report quarterly in CMBHS.
- The HEI Case Management Measures Report auto-generates 15 days following the end of the quarterly reporting period.
- CMBHS users can continue to view their HEI Case Management Measures Report even after their DSHS contract has closed.
How to Access the HEI Case Management Measures Report
- To access the HEI Case Management Measures Report, Login to CMBHS.
- From the Administrative toolbar at the top of the page, Hover over the Business Office tab and then CLICK on Contracts when it displays.
- Your agencies’ contracts with DSHS will display on the List of Contracts, CMBHS page CON070. From the list, Select the HEI Contract (may be abbreviated as SA/HEI) by CLICKING anywhere in that row. The row will be highlighted to show that it is selected.
- Next, CLICK on the Measures button at the bottom of the page. The Program Measure Report List page, CMR082, will display.
- For providers of HIV Early Intervention Services, this page will display two (2) reports.
- HEI Case Management Measures Report is first at the top of the page;

- To view the HEI Case Management Measures Report, CLICK anywhere in that row. The row will be highlighted to show that it is selected.
- Next, CLICK on the Measures button at the bottom of the page.
- Confirm that the data in any auto-filled fields is correct and enter data into any of the blank Data Fields.
- Select a Report Status and CLICK on Save.
Report Status
- Select the Report Status after you have entered the data and before you select Save.
- The user has access to two report statuses for the Report:
- Draft - The user is working on the report.
- Submitted - The user has finished the report and is ready to send it to DSHS.
- After the user has placed the Report in Submitted status and has CLICKED on the Save button, one of these three statuses will display:
- In-process – This status indicates that the report has been transmitted to DSHS.
- Approved - This status means that the report has been approved by DSHS.
- Rejected: The DSHS contract manager rejects the Report.
DATA FIELDS
HEI Case Management Measures Information
Business Entity (Required)
- This field is auto-filled by CMBHS and is the Legal Name of the Provider/Business Entity.
Program Id (Required)
- This is the Program Id for the contract selected by the user from the Contracts page, CON070, and is auto-filled by CMBHS.
Report Begin Date (Required)
- The Begin Date will be set to the HEI contract’s Begin Date for the first HEI Case Management Measures Report, or the day after the End Date of the previous HEI Case Management Measures Report. CMBHS users can not alter the Begin Date.
- The report Begin Date must fall within the contract’s Begin Date and End Date.
Report End Date (Required)
- The End Date must fall within the Contract’s Begin Date and End Date.
Percentage of HEI clients for this quarter accessing Substance Abuse services
Number of unique clients for this quarter accessing Substance Abuse treatment services (Read only)
- This information is drawn from the HEI Case Management Progress Note.
- The number is the number of unique HEI clients with open cases during this quarter who have had the field marked as “Yes”: “Has the client received any Substance Abuse treatment services?”
Number of unique HEI clients with open cases during this quarter (Read only)
- This number reflects the number of clients who have had any Open Case at any time between Quarter Begin and End date.
- Example – If a client has had several open and close case during a quarter, the client is counted only once during that quarter. If the client is in HEI program for a year then the client gets counted 4 times.
Calculated percentage (Read only)
- CMBHS calculates and displays the percentage.
Percentage of Clients Accessing HIV Primary Medical Care
- Number of unique clients for this quarter accessing HIV Primary Medical Care (Read only)
- This number reflects the number of unique HEI clients with open cases during this quarter who have had the field: “HIV Primary Medical Care” selected in an HEI Case Management Progress Notes as having been accessed by the client.
Number of unique HEI clients with open cases during this quarter (Read only)
- Number of clients who have had an Open HEI Case at any time between the Quarter Begin and End date.)
- EXAMPLE – If a client has had several open and closed case management cases during a quarter, the client is counted only once during that quarter.
- EXAMPLE – If the client is in an HEI case management program for a year, the client gets counted 4 times; once each quarter.
Calculated percentage (Read only)
- CMBHS calculates and displays the percentage.
Percentage of Referrals resulting in a follow-up contact for this quarter: (Read only)
- CMBHS calculates and displays the percentage.
Total number of Referrals Made (Read only)
- Total number of Referrals (documented on CMBHS page REF043) for all HEI cases during this quarter.
Number of Follow-up Contacts Made Within 14 Days (Read only)
- Follow-up Date (Outcome) is less than or equal to14 days from the Referral Date.
Percentage of Follow-up Contacts Made Within 14 Days (Read only)
- This is the same number as in the line above, converted into a percentage.
Number of Follow-up Contacts Not Made Within 14 Days (Read only)
- This reflects the number of Follow-up Contacts that were made 15 days or later from the Referral Date or for which no Follow-up date was entered at all.
Percentage of Follow-up Contacts Not Made Within 14 Days (Read only)
- This is the same number as in the line above, converted into a percentage.
