Curriculum Measures
The Texas Health and Human Services Commission (HHSC) requires contractors to monitor their own performance. In some cases, contractors must report performance measures to HHSC using the Clinical Management for Behavioral Health Services (CMBHS) system. The measures to be reported are unique to the business entity's contract with HHSC. Curriculum measures are reported by certain substance use disorder (SUD) prevention programs on the Curriculum Measures Reports page.
Before You Start
Your organization must have an executed contract with HHSC that requires the submission of a Curriculum Measures Report in order for you to use this function in CMBHS.
You must be at your organization’s administrative (parent) location in CMBHS to use this function, as measures can only be documented when the user is at the administrative location. Curriculum measures cannot be documented or submitted from provider service locations.
The user must be assigned a role that permits him/her to document curriculum measures. Staff responsible for entering curriculum measures should be given the CMBHS Measure Specialist role; however, other roles may also access the Measures pages.

Facts about Curriculum Measures Reports
- When a user opens a Curriculum Measures Report and begins to document, it is always in Draft status. If you CLICK on Save without changing the document status, the Curriculum Measures Report will be saved in Draft status.
- Only use the Submitted status and the Save button when you have finished entering data and confirmed that the information is correct. The report is sent to HHSC when you save it in Submitted status.
- The data in the report can be changed while it is in Draft and Submitted status but cannot be changed after it has been received by HHSC and the report status has changed to the Approved status.
- CMBHS users can still view their Curriculum Measures Report after their HHSC contract for this service becomes inactive.
- Changes can be made to the Curriculum Measures Reports if the HHSC contract status is active.
- Curriculum outcome measures can be updated throughout the contract period, as well as after contract closure, if necessary.
How to Create a New Curriculum Measures Report
To create a new Curriculum Measures Report, you must first go to the List of Contracts section of the Contracts page. The List of Contracts can be found by going to the Administrative Toolbar at the top of any CMBHS page. Hover over the Business Office tab and then CLICK on Contracts.
- From the list of HHSC contracts, select the Contract on which you need to report.
- Then CLICK on the Curriculum Measures button at the bottom of the page.
- The Curriculum Measure Report list page will open.
- CLICK on the New button and a new curriculum measures report will open.
- TYPE information into all the required data fields. CMBHS will calculate the Totals for you.
- Select a Report Status and then CLICK on Save.
Data Fields for the Curriculum Measure Report
The first two pieces of information on the top of the Curriculum Measure Report page, the Contract ID and the Provider, are auto-filled by CMBHS, and cannot be changed by the user. Notify your Local CMBHS Security Administrator if this information is not correct.
- Enter the numbers and answer the questions in the Curriculum Measure Report. CMBHS will calculate the Totals for the numbers you enter.
- Check your numbers before you CLICK on Save.
Contract ID
- This data field is auto-filled by CMBHS according to the Contract selected by the user.
- The Contract ID can be changed by closing the Curriculum Measures Report page and selecting another Contract from the Contract List page. Each Contract has a different Contract ID. It is important to check that you are entering data for the correct Contract ID.
Provider
- This data field is auto-filled by CMBHS.
- Your Business Entity/Organization’s name will display here.
Report Number (Required)
- CMBHS generates this number for each Curriculum Measure Report.
Begin Date and End Date
- The Begin Date for your first Curriculum Measure Report will be set to the contract Begin Date. The Begin Date for your second and subsequent Curriculum Measure Reports will be the day after the End Date of the previous Curriculum Measure Report. You cannot change the Begin Date.
- The Begin Date and End Date of a Curriculum Measure Report cannot overlap or duplicate the period of another non-rejected Curriculum Measure Report for the same contract. Only one report per quarter can be created.

- Select the person who prepared the report from the dropdown list.
Curriculum Measures Data
School/Community Sites Required
Site Type (Required)
Select either School Site or Community Site by clicking in the appropriate radio button.
Curriculum (Required)
- Select the curriculum you are reporting on from the dropdown list.
- Once a curriculum has been reported on for a School/Community Site, it will no longer be available for selection until another School/Community Site has been selected.
- After you enter curriculum measure information for a School/Community Site, “No Curriculum to Report” is no longer available in the dropdown list.
- When "No Curriculum to Report" is selected, the Add Curriculum Measure button is not available.
Outcome to Report (Required)
- Document the curriculum outcome on which you are reporting.
Group Number at this Site
- Document the Group Number
Cycle Begin and End Dates
- Type in the eight (8) numbers of the Begin and End dates, and the system will format them as mm/dd/yyyy.
Number of Sessions Implemented in the Completed Curriculum Session
Length of Curriculum Session (in minutes)
- Type in the number of minutes.
Number of Youths Enrolled in the Program
Number of Youths Completing the Program
- Number of Youths Completing the Program must be less than or equal to the Number of Youths Enrolled or Participating in the Program.
Number of Youths Completing the Pre-Test
- Number of Youths Completing the Pre-Test must be less than, or equal to, Number of Youths Enrolled or Participating in the Program.
Number of Youths Completing the Post-Test
- Number of Youths Completing the Post-Test must be less than or equal to the Number of Youths Completing the Program.
Number of Youths Completing the Program Successfully
- Number of Youths Completing the Program Successfully must be less than or equal to the Number of Youths Completing the Program.
Percentage of Youths Completing the Program
- CMBHS calculates and displays this percentage
Percentage of Youths Completing the Program Successfully
- CMBHS calculates and displays this percentage
Overall Success Rate (Based on the number of youth enrolled in the program)
- CMBHS calculates and displays this percentage
Audit Information
After the Curriculum Measures Report has been saved, the following Audit Information will show at the bottom of the page.
This information is view only and cannot be changed by the user.
- Created By – The name of the user who first created the Curriculum Measures Report displays here.
- Created Date – The date the Curriculum Measure Report was first created.
- Last Saved By – The name of the user that last opened, edited, and saved the document displays here. This field updates each time the record is edited and saved.
- Last Saved Date – This field displays the date when a record was last opened and saved.
How to Delete a Curriculum Measure Report
Use the instructions above to go to the Curriculum Measures Report List page.
CMBHS displays the Curriculum Measure Report details and the following buttons: Edit, Submit, Delete, Print, and Close.
- To delete a Curriculum Measures Report, select the Delete button.
- CMBHS displays a confirmation message to confirm you want to delete the selected document.
- After choosing to delete a Curriculum Measures Report, you can verify that the report no longer exists by checking for it on the Curriculum Measures Report List.
