Mental Health Outpatient Commitment Overview

Senate Bill, 646, 83rd Legislature, Regular Session, 2013, amended Texas Health and Safety Code, Chapter 574, relating to court-ordered outpatient mental health services. The legislation directed the Department of State Health Services (DSHS), not later than December 1, 2016, to submit a report to the legislature containing information about persons receiving court-ordered outpatient mental health (MH) services and the effectiveness of those services. This responsibility has been transferred to the Health and Human Services Commission (HHSC) as part of the Health and Human Services transformation.

By way of the Performance Contract Notebook (PCN), HHSC required the LMHAs/LBHAs to track the information for individuals on court-ordered outpatient mental health commitment using Form W. Unfortunately, the data was provided in a variety of formats and was prone to errors.

Effective January 2019, HHSC has provided the LMHAs/LBHAs an automated process for reporting Mental Health Outpatient Commitments in the CMBHS system. The data may be submitted to HHSC using CMBHS online or by batching. There has been no change to the expectations for the type of commitments to be reported.

CMBHS is now the HHSC system of record for Mental Health Outpatient Commitment data.

 

Before You Start

 

Instructions for Documentation of a MH Commitment in CMBHS

To document a MH Outpatient Commitment in CMBHS:

1. Search for the person in CMBHS using the Find/Add Client function from the left hand-menu

2. If you locate a match for the client, select Client Profile. Be sure that there is a Local Case Number entered into the Client Profile. If not, enter one and use the Browser reload or refresh button.

3. If you do not find a match for your client, create a Client Profile. Be sure that there is a Local Case Number entered into the Client Profile. If not, enter one and use the Browser reload or refresh button.

4. From the Client Profile, navigate to the Client Workspace using the menu on the left.

5. Next, select Intake and then Commitment.

6. Enter information into all the required fields. If you have the information, complete the Optional fields as well.

7. If your data entry is complete, select Complete as the document status and then select Save.

8. If you can not complete the data entry, select Draft as the Document status and then Save.

a. To complete your documentation, go to the Client Workspace and select MH Commitment from the Document List and select view.

b. When the document is open, select Edit. Complete the document, select Complete as the document status and then select Save.

c. If your data entry is complete, select Complete as the document status and then select Save.

HHSC CMBHS Data Exchange (Batching) for the Mental Health Outpatient Commitment Data

Those interested in batching MH Outpatient Commitment data to CMBHS should contact the HHSC CMBHS Data Exchange Team at 1-512-206-5825.

CMBHS will only support a XML batch transaction for Outpatient Commitment data.

CMBHS batch process will support:

Data Dumps ‒ MH data files from CMBHS provided to LMHAs for the areas they have batched to CMBHS.

Daily Batch Reports ‒ Summary of MH Outpatient Commitment batch transactions.

The CMBHS batch process has the following batch error types as below:

Note: State Hospitals, SSLCs, and LMHAs that enter data for hospital inpatient facilities will continue to use CARE 3270 screen.

One CMBHS Business Objects report has been created for the Mental Health Outpatient Commitments.

It is available to LMHAs/LBHAs users with the CMBHS MH Report Role. HHSC users with the same role may also access the report.
