Mental Health Grants Overview

The Texas legislature passed the Community Mental Health Grants Program (MHGP), known as House Bill (HB) 13, in the 85th Legislature, Regular Session, 2017. The purpose of the grant program is to provide matching grants to support community mental health programs that provide services and treatment to individuals experiencing mental illness.

Grant awards are to be used for:

  • Supporting community programs that provide mental health care services and treatment to individuals with mental illness; and
  • Coordinating mental health care services for individuals with mental illness with other transition support services.

This legislation has an impact on the Clinical Management for Behavioral Health Services (CMBHS) in several areas concerning mental health treatment, including:

  • The Service Type Maintenance Screen
  • The Case Manager Workspace Screen
  • The Consent Screen
  • The Open Case Screen

 

MH Grants Open Case

Mental health clients in the Mental Health Grant Program will have the "Yes" radio button checked for the MHGP Location Flag on the CMBHS Location Detail page in their electronic health record.

When a CMBHS user, from the Client Workspace, wants to open a Mental Health Grants Program (MHGP) case, the user must select Open Case from the Case Management menu option on the Client Services Toolbar.

In the Case Type field of the Open Case page the following options will be available:

  • Continuity of Services – MH Grant
  • Intensive Case Management – MH Grant
  • Routine Case Management – MH Grant

The user should select the appropriate type of MH Grant program from the dropdown list.

 


MH Grants Treatment Plan

  1. To create a plan or plan review for a mental health client in the Mental Health Grant Program (MHGP), select Treatment/Recovery Plan from the Service Planning menu item on the Client Services Toolbar.
  2. In the Treatment/Recovery Plan (MH) screen that displays, the user can select only MH Treatment/Recovery Plan, or None Selected from the "Type" dropdown list. The system will check for an Open Case before the user is taken to a second Treatment/Recovery Plan (MH) screen. If no Open Case with a Closed Complete status exists for the client, the system will display a message saying an Open Case is required.
  3. In the second Treatment/Recovery Plan (MH) screen, the Treatment Plan Date is set to today's date, and the Type is pre-filled with MH Treatment/Recovery Plan.
  4. In the next section, the client's Strengths and Limitations should be documented in the two text boxes with those names. Each text box will accept up to 500 characters.
  5. To add the client's problems to the Treatment/Recovery Plan, click on the Add Problem button at the top right of the screen. A Document Status must be selected in the Summary part of the screen for the Add Problem button to function correctly.
  6. To add a new member of the Treatment Team, click the New Team Member button in the Treatment Team section.
  7. In the Summary section, select a Document Status from the dropdown list. Indicate in the checkbox if the client has signed the Treatment/Recovery Plan. You may enter any comments about the case in the Comments text box.

 

 


Progress Note for MH Grant Clients

CMBHS users can create a Progress Note for mental health clients in the Mental Health Grant Program (MHGP) from the Client Services Toolbar. From the Service Documentation menu item, select MH Progress Note. The MH Progress Note (Single Client) screen displays, with the following fields in the Note Detail section:

Progress Note Type

  • Counseling
  • Case Management
  • Nursing
  • Physician
  • Detoxification Monitoring
  • Medication Service
  • Other

 

Performed By

Select the name of the person who is creating the Progress Note.

 

Contact Type

Select from the following choices to document how the information was obtained from the client:

  • Face to Face
  • Telehealth
  • Telephone

 

Service Location

Select one of the following location types from the dropdown list:

  • Community IMD
  • Community Setting (Community Mental Health Center)
  • Custodial Care Facility
  • General medical hospital
  • Group Home
  • Home
  • Jail
  • Mobile
  • Not Applicable
  • Nursing facility
  • Office/Clinic
  • School
  • Service facility
  • State Mental Health Facility
  • State Supported Living Center
  • State funded community hospital

 

Time

Enter the Start Time and End Time of the session and the system will calculate and display the duration in hours and minutes.

 

Add Service Type

Click on the Add Service Type button to add a service to the client's Progress Note.

In the fields that display to describe the service, select from the following to describe the Service Type:

  • Access to Care
  • Forensic and Care
  • Peer Support

In the Other Service Description field, enter additional information about the type of service provided.

Enter the number of Service Units required. In the Topics Addressed and the Session Narrative text boxes, type any additional information about the client and the service provided.

Document Status

Select the appropriate status for the document. 

NOTE: A CMBHS user is not permitted to create a Multi-Client Psychoeducational Note for an MHGP client.
