The HCBS-AMH Authorization List screen is a functionality in the CMBHS application which allows HHSC HCBS-AMH staff (HCBS-AMH Oversight) to approve the HCBS-AMH documents that needs an authorization. HCBS-AMH documents that needs an authorization from HHSC staff are Provider Selection Form, Provider Selection Update Form, Clinical Eligibility, and HCBS-AMH Individual Recovery Plan.
The HCBS-AMH authorization process begins when the mental health staff at the LMHA/LBHA, State Hospital, Recovery Management Entity, Provider Agency creates following HCBS-AMH documents:
When the Provider Selection Form, Provider Selection Update Form, Clinical Eligibility and HCBS-AMH Individual Recovery Plan is saved in the ready for review status, then the system updates the documents on HCBS-AMH Authorization List screen located under the Provider Tools menu of the Administrative Toolbar.
Recovery Management Entity staff have access to Individual Recovery Plan and Provider Selection Update Form features on the CMBHS application.
From Administrative Toolbar menu: Use HCBS-AMH Authorization List in the Provider Tools to locate the client’s record that needs an authorization from HHSC staff.
The HCBS-AMH Oversight role receives the request for authorization on HCBS-AMH documents in real time and views it on his/her view of the HCBS-AMH Authorization Status List screen. The authorization approver view of the list is populated with requests submitted by service providers and the locations assigned to them.
The authorization approver can select a request for authorization and view it with the client’s clinical documentation to decide. After review of the clinical documentation, the authorization approver documents a decision and saves the document in Closed Complete status.
The authorization requestor (LMHA/SH/RME) receives the approver’s decision, which can be viewed from the Client Workspace.

When the user selects the document from the list and clicks on the link in the "View" column, then the system open the document record in the same window.
Client Number column have the list of all the client numbers for whom the request has been made for authorization on the HCBS-AMH documents.
Care ID column have the list of all the Care ID numbers associated with the "Client” for whom the request has been made for authorization on the HCBS-AMH documents.
Client Name column will have the list of all the clients associated with the Client Number and Care ID for whom the request has been made for authorization from HHSC staff.
Requestor Name column have the list of all the locations of the providers who have made the request for authorization on HCBS-AMH documents for a client.
Requestor column have the list of the providers (name of the provider) who have made the request for authorization on HCBS-AMH documents for a client.
The filter of Type of Documents column provides the capability to filter out four types of HCBS-AMH documents
Select one of the values from the column drop-down, then the system filters out the selected document type from the document list (which are ready for authorization)
The filter of the IRP Types column provides the capability to filter out the IRP Types documents from the document list.
Select one of the values from the column drop-down, then the system filters out the selected IRP type from the document list (which are ready for authorization)
The filter of the “Eligibility Determination” column provides the capability to filter out the documents from the document list
Select one of the values from the column drop-down, then the system filters out the documents with Eligibility Determination from the document list (which are ready for authorization).
The filter of the Enrollment Status column provides the capability to filter out the Enrollment Status documents from the document list.
Select one of the values from the column drop-down, then the system filters out the Clinical Eligibility document with Enrollment Status from the document list (which are ready for authorization).
The filter of the Enrollment Status Request column provides the capability to filter out the Enrollment Status Change Request documents from the document list.
Select one of the values from the column drop-down, then the system filters out the Clinical Eligibility document with Enrollment Status Change Request from the document list (which are ready for authorization)
The Received Date & Time column reflect the date and time of the document, when it was last saved in the system.
Once the HCBS-AMH Documents (which are ready for authorization) has been displayed, the user can select the View button and the system will display the selected HCBS-AMH Document in Edit mode on the HCBS-AMH Authorization List Screen. The user will take the appropriate action. If they choose not to authorize, they can close out of the document and leave it in Ready for Review. If the user chooses to authorize, the user, close complete the HCBS-AMH Documents in Closed Complete status.
But, If the HHSC authorization document needs some edits and changes, then HHSC staff can change the document status to “Draft”. Once the HHSC staff change the document status to “Draft”, then the system removes the document from the HCBS-AMH Authorization List Screen and update the document on HCBS-AMH Document Status of the requested provider.
